Should the USFW outlaw LEAD for hunting all migratory birds?

If the USFW made it illegal to use Lead for ALL migratory birds (which include doves, quail and many other birds), would this have a positive or negative effect on your job?

I would think it's frustrating for a Game Officer to find Lead on a hunter and "knows" they are watefowl hunting, yet when questioned, the huntimg claims they are hunting something else, like doves.
